Anti-fraud plan

The Anti-Fraud Measures Plan sets forth the principles for management, prevention, detection, correction, and pursuit of fraud and corruption within the CENIEH arising out of the implementation of European funds, whether these are labeled Next Generation or are of other types, which the CENIEH aspires to or could receive, and likewise includes the measures for prevention, detection and correction of situations of conflicts of interest that could be posed by the implementation of those funds. The documents associated to this Anti-Fraud Measures Plan are as follows:

▪ Anti-fraud and conflicts of interest policy

Through this Anti-fraud and conflicts of interest policy, the CENIEH aims to promote a culture within the organization that averts any corrupt or fraudulent activity, or any constituting conflicts of interest, which facilitates detection and prevents its commission, by fomenting the development of internal procedures which incorporate these principles, and which are effective for preventing, detecting, and managing such eventualities.

▪ Code of ethics

The Code of ethics is the compendium of principles, values, and rules of conduct making up the culture of our organization, which shall govern the behavior of all members of the CENIEH.

▪ Protocol for managing conflicts of interest

This Protocol for managing conflicts of interest establishes the principles of action and the appropriate measures for preventing, detecting, and reacting to conflicts of interest, whether potential or real. It includes the two forms for Declaration of Absence of Conflicts of Interest (DACI 1 and DACI 2) to be completed by those intervening in the procedures: both by the contracting body, assisting bodies and staff participating in the management or implementation of funds, and by contractors and final beneficiaries of the funds.

▪ Protocol for action when there is suspicion of fraud and disciplinary regime

This Protocol for action when there is suspicion of fraud and disciplinary regime sets out the procedure for the investigation of conducts that could be fraudulent or corrupt, or noncompliances with the measures and controls implemented to avert or minimize the risks of fraud and corruption, and it regulates the procedures to determine whether there is liability and the decision to be adopted in each case.

▪ Guide to using and managing the whistleblower channel

This Guide to using and managing the whistleblower channel is a brief manual on the operation of the channel facilitated by the Servicio Nacional de Coordinación Antifraude (SNCA) which permits any member of the public to notify the authorities of facts that could constitute corruption, fraud, conflicts of interest, or irregularities with regard to the implementation of the CENIEH of projects financed by public funds.
